Dr. Sean Hubbard
Assistant Professor, Health Administration & Health Policy
Education & Experience:
I hold a joint appointment with the College of Public Health and the Center for Health
Policy. I earned a PhD in Public Policy and Political Economy from the University
of Texas at Dallas, as well as a graduate certificate in Geographic Information Systems
and a B.A. in Government. Prior to joining UNT Health in 2024, I served as a Lecturer
and Program Coordinator of Political Science at the University of North Texas at Dallas
Teaching Areas & Public Health Interests:
My teaching areas are health policy, healthcare finance, and policy implementation.
Beyond these, my teaching interests include conjoint analysis and Geographic Information
Systems (GIS) for public health. I also have experience teaching quantitative methods,
including Time Series Analysis, Spatial Statistics, and Econometrics. As an instructor,
I incorporate project-based learning and the application of course topics to real-world
problems.
Professional Activities & Awards:
I often work with government, nonprofit, and community organizations on research and
educational programs. My past educational collaborations include a webinar and community
report on medical debt in American Indian and Alaska Native communities with the National
Consumer Law Center and Community Catalyst. I have also partnered with the Dallas
Urban Inter-Tribal Center, Indian Health Services, and Health and Human Services to
promote enrollment in Tribal ACA Exchanges.
Scholarly Interests:
Driven by my own experiences navigating healthcare and insurance, my research focuses
on how vulnerable populations navigate financial barriers to healthcare. My research
aims to understand how people make health-related financial decisions and find ways
to remove or help patients navigate financial barriers to care. Beyond financial barriers
to health, my research evaluates policy implementation in the areas of healthcare
delivery and finance.
